My reaction is this:

1. Any country sending workers abroad – India does not get to change policy and get away – such a country has no option but to offer the option of dual passports to all such workers that leave its borders or workers/migrants/descendants that find themselves abroad. Otherwise they have to break their territory and create a separate state to project their belonging. Core areas such as Varanasi can be exempt but border areas are the first on this list.
